In emergency cases where there is no time to request the issuance of a new passport, lost or stolen, the Embassy of Italy may issue a temporary travel document (called E.T.D. – Emergency Travel Document), also to citizens of European Union member states.
It is a document valid for a single trip back to Italy or to the State of permanent residence or, exceptionally, to another destination.
Within their commercial conditions, some airlines may allow boarding only upon presentation of the theft or loss report made to the local police authorities.
To obtain the temporary travel document, the following documents must be presented at the Consular Office of the Embassy:
- Report of theft or loss of the passport issued by the Nigerian Police, legalized and translated accompanied by a photocopy of the lost passport and/or another identity document.
- Or report of loss or theft of the passport, made at the Embassy pursuant to articles 46 and 47 and with the warnings referred to in art. 76 of Presidential Decree 445/2000

- Travel ticket.
- Receipt of payment of the cost of the document (currently €1.55) and any shipping costs if the applicant cannot collect the document in person.
Once the new travel document has been obtained, the holder must go to the Nigerian Immigration Service (NIS) to regularize the authorization to leave the country.
It should be noted that, under current regulations, the EU ETD is valid for the duration of the trip for which it was issued, for a maximum of fifteen days with the obligation on the beneficiary to deliver, once arrived at the destination, the document to the Border Police or another Police office, regardless of the remaining validity.
Honorary Consulates are not authorized to issue the ETD, but are limited to forwarding applications for issuance to the competent Consular Office and possibly delivering the document. The shipping costs of the documentation and the ETD by the Honorary Consulates are borne by the applicant.
The report of theft or loss of the passport may also be requested by the Border Police Authorities.
The ETD can be issued also to citizens of European Union member states, subject to obtaining formal authorization from a diplomatic-consular representation or the Ministry of Foreign Affairs of the applicant’s country of origin.
UNACCOMPANIED MINORS
For minors not accompanied by their parents, it is also necessary to present a consent declaration signed by the latter, with copies of their documents and with the declaration of accompaniment indicating the name of the adult to whom they have been entrusted.
